Frequently Asked Questions

Clear, independent clarity on FERS, TSP distributions, rollovers, and federal employee retirement readiness.

Follow these steps to find reliable retirement guidance for federal employees in the USA and Puerto Rico:

  • Check reputable financial planning and retirement service directories specialized in federal benefits.
  • Scroll through social media platforms and verified independent financial review sites.
  • Share your retirement goals and service requirements on financial planning platforms to connect with experienced professionals.
  • Get recommendations from union members, colleagues, and online client reviews.

TSP distribution or withdrawal happens in 4 different methods.

1Partial Distribution
Minimum withdrawal requirements may apply based on current Thrift Savings Plan rules. Please refer to official guidelines for up-to-date limits while keeping remaining funds invested.
2Complete Distribution
Withdrawing the entire lump-sum amount present in the TSP account.
3Annuity Purchase
Purchase annuities with TSP funds for lifetime coverage. This is a one-time payment for annuities where the federal employee receives guaranteed monthly payments for life.
4Installments
A monthly, quarterly, or annual distribution schedule designed to provide recurring income while maintaining tax efficiency.

Different TSP rollover methods include:

1In-Kind Transfer
Transferring eligible funds from your TSP account to an external qualified retirement account (such as an IRA) without taxable liquidation penalties.
2Set Up IRAs Before Rollover
Ensure traditional or Roth IRA custodian accounts are established and funded before initiating rollover paperwork with the TSP service office.
3Indirect Rollover (60-Day Rule)
Funds paid directly to you must be deposited into the new qualified retirement vehicle within exactly 60 days to prevent taxes and early withdrawal penalties.

Direct vs. Indirect Rollovers at a Glance

Direct Rollover (Recommended)Funds move trustee-to-trustee with 0% mandatory withholding and no 60-day deadline stress.
Indirect RolloverSubject to 20% mandatory tax withholding. You must make up the 20% out-of-pocket to roll over 100%.

Professional retirement guidance assists federal employees in navigating their complex, multi-tiered benefit systems:

  • Tailored retirement roadmaps accounting for FERS/CSRS pension calculations, High-3 average salary, and exact retirement eligibility dates.
  • Optimization of Thrift Savings Plan (TSP) asset allocation across C, S, I, F, G, and Lifecycle (L) Funds.
  • Critical evaluation of FEGLI (Federal Employees Group Life Insurance) cost increases every 5 years past age 35 vs. modern fixed alternatives.
  • Tax-efficient distribution strategies designed to prevent unnecessary bracket jumps and preserve long-term wealth.

FEGLI (Federal Employees’ Group Life Insurance) is group term life insurance, not permanent insurance.

  • Pure Term Protection: FEGLI provides death benefit coverage to designated beneficiaries while employed, but it does NOT build cash value, earn dividends, or serve as an investment.
  • Age-Bracket Rate Increases: While Basic FEGLI rates remain relatively steady, Option B (up to 5x salary) and Option C rates escalate dramatically every 5 years after age 35 and especially in your 50s and 60s.
  • Independent Assessment: Many federal workers transition part of their coverage to private, permanent plans to lock in level premiums and cash-value accumulation.

The Thrift Savings Plan offers six core investment funds designed to match varying risk profiles:

1C Fund (Common Stock)
Invests in the S&P 500 index tracking 500 large-cap U.S. companies for long-term growth potential.
2S Fund (Small Cap Stock)
Tracks the Dow Jones U.S. Completion Total Stock Market Index (medium and smaller U.S. companies).
3I Fund (International Stock)
Invests in international stock markets across developed and emerging economies worldwide.
4F Fund (Fixed Income)
Tracks the Bloomberg U.S. Aggregate Bond Index representing government and corporate bonds.
5G Fund (Government Securities)
Guaranteed principal preservation with special-issue short-term U.S. Treasury securities with zero credit risk.
6L Funds (Lifecycle Funds)
Target-date portfolios combining C, S, I, F, and G Funds that automatically rebalance as retirement nears.

Federal employees are supported by a unified multi-pillar retirement system:

1FERS / CSRS Basic Pension Annuity
Guaranteed lifetime annuity computed from years of creditable service and highest 3 consecutive earning years.
2Thrift Savings Plan (TSP)
Defined contribution plan featuring agency matching up to 5% with pre-tax traditional and Roth savings.
3Federal Employees Group Life Insurance (FEGLI)
Group term coverage providing death benefit protection for employees and eligible family members.
4Social Security Benefits
A federal retirement program providing monthly income and disability benefits starting at age 62+.
5Federal Employees Health Benefits (FEHB)
Comprehensive healthcare compensation plan retained for life into retirement if 5-year requirement is met.

The optimal age to withdraw money from your TSP account without penalties is after 59 and a half years.

  • Age 59½ Milestone: Withdrawing money from the TSP account before age 59½ generally incurs an IRS 10% early withdrawal tax penalty.
  • Separation Rule: If separating from federal service in the calendar year you turn age 55 or later, special penalty exemptions may apply.
  • Mandatory RMDs: If you have reached age 73 (or 75 depending on your birth year), it is legally mandatory to withdraw Required Minimum Distributions (RMDs). Failure to withdraw the required amount results in severe IRS excise penalties.
